Everyone hates the DMV. Its slow and archaic and hasn't changed in years. Why?

The DVM is a recurring joke in many American sitcoms and movies. Long lines, hard to work with etc.

But is it really that bad, or is it, like most things just over exaggerated for comedic effect?

I went to the DMV yesterday and I was standing in line from 3pm to 5 pm. Is there any way to improve this vital institution ?

Not American, so I'm wondering why the DMV is always the go-to example of poor bureaucracy in US culture? Has each of the 50 states done a horrible job of running it or something?

By comparison, I think I had to wait a total of 15-20 minutes to replace my license the last two times I went but when he hear the DMV mentioned on TV it's this thing that takes hours to get into and out of with run down buildings and unkind staff.
