You dont need ADB....
Go to settings-apps-special app access-usage access-digital wellbeing-permit usage access.
Toggle it off and it wont track anything anymore.

On right side 3 dots. Manage your data. Probably there you can turn off all counters.

Log out from your oneplus account on the phone. Go to accounts in settings to do that.
Digital wellbeing is connected and only available for people with oneplus accounts logged in.

Can confirm that is not how it works, digital wellbeing works perfectly fine for me and i don't even have a oneplus account.

All Androids that launch or update to Android Pie (Android 10) after September 2019 will have a digital wellbeing app, either Google's Digital wellbeing or an app created by the manufacturer, that cannot be easily uninstalled or disabled.[1] You can, however, control the alerts you receive from the app.This wikiHow will show you how to disable the digital wellbeing notifications on your Android.

Open Settings
. You can either find this grey gear icon on one of your Home screens, in the app drawer, or by searching. You can also swipe down from the top of your screen to pull down the quick menu where you will find the gear icon. -

Tap Digital Wellbeing. This menu option might appear differently depending on your phone's manufacturer.

Tap the multi-line chart icon. You'll see this next to the three-dot menu icon in the top right corner of your screen.

Tap the three vertical dots ⋮. It's the menu icon in the top right corner of your screen.

Tap Block notifications. It's the only option in the menu and when you tap on it, you'll see a notification pop-up at the bottom of your screen that tells you that you will no longer receive weekly notifications.
