  • have not filed an individual income tax return for this tax year;
  • are an established Illinois taxpayer by having filed an IL-1040 return in the past;
  • have a Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN); and

GATHER YOUR INFORMATION

What if I already filed Form IL-1040?

DO NOT mail a copy of your return. Submitting multiple original returns will cause processing delays.

What about my refund?
You can check the status of your refund here: Where’s my refund?

Made an error, forgot something, or need to amend?
If you discover that you made an error or forgot to include income, withholding, or another credit on your original return, you must file Form IL-1040-X, Amended Individual Income Tax Return. Learn more about filing Form IL-1040-X on MyTax Illinois.

I received a Return Correction Notice (RCN). What should I do?
DO NOT file another Form IL-1040. Please respond to the RCN as directed.

The Department of Labor (DOL) mailed you federal Form 1099-G with:

  • the amount of the EWF benefits you received in Box 6, and
  • the amount of New York State withholding in Box 11.

You must report EWF benefits when you file your federal and state income tax returns.

If you are e-filing your return, your software should prompt you to enter all the information from your Form 1099-G, including Box 6. If it does not, contact your software company for assistance.

If you are filing a paper return, report the amount in Box 6 as other income on:

  • line 8Z of Schedule 1 of the federal Form 1040, U.S. Individual Income Tax Return, and
  • line 16 of New York State Form IT-201, Resident Income Tax Return.

Visit DOL at 1099-G Tax Information for Excluded Workers Fund to learn more about the Form 1099-G for EWF they sent you.

Whether you e-File or file by paper, planning ahead will help you avoid problems and delays with your income taxes.

First: View the Individual Income Filing Requirements to determine if you should file a North Carolina individual income tax return.

Second: determine your federal adjusted gross income, which is the starting point for your State individual income tax return. You determine that figure by completing a federal income tax return. Visit the Internal Revenue Service webpage to help you get started with your federal return.

Once you have determined that you should file, review these tips to give you a head start on your State income taxes:

  1. Review What’s New for Tax Year 2021.
  2. Review the instructions on how to file your State taxes.
  3. Gather your records in advance. Make sure you have all the records you need, including wage and tax statements (Form W-2) from employers, retirement distribution statements (Form 1099-R) from pension payers, and interest and dividend statements from financial institutions. Don’t forget to save copies for your files. Filing before you receive all your records could cause you to have to file an amended Form D-400.
  4. Get the right forms
  • Form D-400 Schedule S, 2021 N.C. Adjustments for Individuals - Complete this form if you are required to add certain North Carolina adjustments to federal adjusted gross income, or if you are entitled to deduct certain North Carolina adjustments from federal adjusted gross income.
  • Form D-400 Schedule A, 2021 N.C. Itemized Deductions - Complete this form if you choose to itemize North Carolina deductions.
  • Form D-400 Schedule PN, 2021 Part-Year Resident and Nonresident Schedule - If you are a part-year resident or nonresident who received income from North Carolina sources during tax year 2021, complete this form to determine what percent of your total income is from North Carolina sources.
  • Form D-400 Schedule PN-1, 2021 Other Additions and Other Deductions - If you complete Form D-400 Schedule PN, you may be required to complete this form to report North Carolina additions and deductions that relate to gross income not specifically listed on Form D-400 Schedule PN.
  • Form D-400TC, 2021 Individual Income Tax Credits; Form NC-478; 2021 Summary of Tax Credits Limited to 50% of Tax; NC-Rehab, 2021 Historic Rehabilitation Tax Credits - Complete these forms to claim various North Carolina tax credits.
  • Form D-400 Schedule AM, Amended Schedule - Complete this form if you need to amend your North Carolina individual income tax return.  Enter the calendar year or other tax period (beginning and end dates) to be amended at the top of Form D-400 Schedule AM.  You must also fill in the circle on the top right hand corner of Form D-400.

Remember: Please don't file photocopies of tax forms. That could delay the processing of your return or cause errors that would require you to file an amended return.

Remember The Deadline!

If you file your return on a calendar year basis, the 2021 return is due on or before April 15, 2022.  A fiscal year return is due on the 15th day of the 4th month following the end of the taxable year.  When the due date falls on a Saturday, Sunday, or legal holiday, the return is due on or before the next business day.  For example, in 2022, Emancipation Day, a legal holiday in the District of Columbia, will be observed on April 15, 2022.  If your 2021 calendar year return is postmarked on or before April 18, 2022, your return is considered timely filed.  (For more information on timely mailing North Carolina tax returns, see Directive TA-18-1.)

Free Tax Help Is Available

The IRS Volunteer Income Tax Assistance Program (VITA) generally offers free tax help to people who make $57,000 or less. The IRS also offers tax help for seniors through its Tax Counseling for the Elderly program (TCE). There are VITA and TCE sites across the state where trained volunteers can answer your questions, file your taxes and help you take advantage of any tax credits for which you are eligible.

Please view the Free Tax Return Preparation for Qualifying Taxpayers page to learn more about VITA and TCE.

You can call 1-800-906-9887 to find the VITA or TCE site near you.

Tips For Preparing Your Taxes

When you are ready to fill out your tax forms, remember these tips:

  1. Take your time. Don’t rush when you’re filling out your forms; that’s how people make mistakes, particularly with their math.
  2. Do not mix different types of tax forms and schedules. Below is a chart explaining the different types of forms and schedules available. All forms and schedules submitted must be the same type; if not, your return can not be processed.

    Webfill Forms

These forms are completed using a computer, and then printed.

    Handwritten (Web) Forms

These forms are printed, and then filled out by hand.

    DOR Printed Forms

These forms are ordered by mail and filled out by hand.

    Software Generated Forms

These forms are created using filing software.

  3. Double-check your math and verify your individual information, including your address and all Social Security numbers. These are among the most common errors found on tax returns. Taking care will reduce your chance of hearing from the IRS or NCDOR and speed up your refunds.

  4. File electronically. E-filing is a quick, convenient and secure way to file both your federal and state taxes. Many North Carolina taxpayers will qualify for free or low-cost e-filing.

  5. Don’t panic! If you have a problem or a question, remember that both the IRS and NCDOR are available to help. Call the IRS customer service number at 1-800-829-1040 or the NCDOR taxpayer assistance number at 1-877-252-3052.

Can I file state and federal taxes separately?

If your state requires that you file state income taxes, you'll have to do it separately from your federal income tax return*. That's because the federal and state governments are separate and you file and pay income taxes to each separately.

Can I just file state taxes on TurboTax?

No. The TurboTax state program is designed to transfer information from your federal return. For this reason, TurboTax state isn't sold as a standalone tax-preparation product. You can use TurboTax to prepare and file your federal return without your state—but not the other way around.

How do I file a state without TurboTax?

Here are two ways to skip your state in TurboTax Online: Delete your state return, file your federal return now, and then come back later to re-do your state return. Pay for both your federal and state returns now and when you get to the Here are your filing options screen, select Change next to your state return.

Can I file just my state taxes on tax Act?

State Only Filing: To file only your state return, click on the blue Filing tab and select E-File My Return. Select the state-only return you wish to submit and then complete the filing steps.
